What is ASPCI?

ASPCI is a nonprofit animal-welfare organization that was
incorporated in July, 1995 under Title 10, Chapter 3 of the Code of
Alabama.  It received its Tax-Exempt Status from the IRS in May, 2000.
The tax ID is 63-1149326.

How is ASPCI funded?

Funding for our programs come from :

  • Donations from caring people
  • Grants from Foundations
  • Proceeds from the Resale to the Rescue shop
  • Fees from SNAP sales
  • Aluminum can recycle

Are donations to ASPCI tax deductible?  If so, how do I donate?

 Please consider doing one of the following:

What is Resale to the Rescue?

Donations made to ASPCI are tax deductible as allowed by law.

  • Resale to the Rescue is a boutique second-hand shop that
    resells donated quality household items.
  • Please consider Resale to Rescue when downsizing, renovating, or moving and drop off your quality household items.
  • All donated items are tax deductible as allowed by law.
  • All monetary donations are tax deductible as allowed by law.

The shop is located on US 231 between the ACE Hardware store and the Dollar General.

Does ASPCI accept animals from the public?

No, ASPCI is not a shelter. We do not accept any animals from the public..

Does ASPCI accept credit cards or checks as payment for services?

We accept cash and credit cards via Square at the Resale shop. We accept cash, credit cards via Square, as well as personal checks  at the Administrative Office for SNAP certificates.

Why does ASPCI not offer SNAP Certificates to owners whose pets were adopted from a rescue group or from a municipal shelter facility?

Organizations that don’t include the cost of the spay/neuter surgery in its adoption fee and puts an extra financial burden on the adopter is not acting in a responsible manner and ASPCI will not function as an enabler of such an organization.  ASPCI believes that the main priority of animal welfare agencies should be to address the problem of pet overpopulation and this includes spaying or neutering all animals it places in new homes prior to them leaving the rescue or shelter.

Are you located at 1071 Airport Road?

No, that facility is the Pell City Animal Control Center and is managed by the City of Pell City, AL.

Does ASPCI have any other animal related programs I need to know about?

  • For pet owners who wish to have their deceased animals interred, ASPCI owns and operates the Alabama Pet Cemetery in Moody, Al. Alabama
  • Prices are based on size and the type of casket selected for the pet

What is the Alabama Law concerning Animal Control?

Section 3-7A-7 Maintenance of pound; notice of impoundment.
Each county in the state shall provide a suitable county pound and impounding officer for the impoundment of dogs, cats, and ferrets found running at large in violation of the provisions of this chapter. Every municipality with a population over 5,000 in which the county pound is not located shall maintain a suitable pound or contribute their pro rata share to the staffing and upkeep of the county pound. If the owner of an impounded animal is known, the owner shall be given direct notice of the impoundment

Does ASPCI pick up stray animals?

ASPCI is not affiliated with any animal control officers or any facility where the animals will be housed during their mandatory 7 day stay hold period.

Who do I call if I have a stray?

Call your local animal control organization.

Who do I call to report animal cruelty or neglect?

You need to call your local law enforcement agency and report the situation.

What if I have an animal related medical emergency?  Who do I call for help?

You need to call a veterinary clinic and discuss the situation with a professional.

What if the medical emergency is related to a stray animal?

You need to follow the same procedure as above.
