ASPCI is a nonprofit organization that was incorporated in July, 1995 under Title 10, Chapter 3 of the Code of Alabama. It received its Tax Exempt Status from the IRS in May, 2000.
ASPCI is a rescue organization that fosters canines (dogs & puppies) prior to placing them for adoption or working with another rescue organization to accept them for adoption. ASPCI will also accept felines that come to us through the Pet Peace of Mind partnership we have with Lakeside Hospice.

We accept owned dogs and puppies through a Managed Admissions Program and will either offer them for adoption from ASPCI or place them with a rescue organization. The fee for admitting an animal into ASPCI’s care will be $50.00. ASPCI will not accept an animal unless it has a foster home for it to be placed with immediately. Therefore, not all pet owners who seek to admit their animal to ASPCI will be eligible for this program.
ASPCI does not accept stray animals.
All animals admitted to our Managed Admissions Program become the property of ASPCI and there will be no further communication with the owner as to the animal’s final disposition.
Animals available for adoption from ASPCI will be posted on our Facebook page (www.facebook.com/aspci) and on Petfinder.com (www.petfinder.com/shelters/al61.html). If you are interested in adopting an animal in ASPCI’s care, please contact us at aspci.org@gmail.com. A representative will be in touch with you and arrange a visit with the animal. Cash is the only payment option at this time.
The adoption fee is $125.00 and covers: deworming, age appropriate vaccinations (up to four depending on the age when admitted), rabies vaccination, spay or neuter surgery prior to being relinquished to its new owner, heartworm tests for canines six months or older, and a microchip.
We accept cash and credit cards via PayPal. We do not accept checks or debit cards.
ASPCI has always spayed or neutered its adopted animals prior to it being relinquished to the new owner and will continue to do so.
In order to free up space for accepting more animals, ASPCI will seek to place the animals it receives with rescues or other shelters that are able to adopt more animals than they receive in addition to making the animals adoptable from ASPCI.
ASPCI offers a low cost spay/neuter program (SNAP) available to pet owners in the area. Applicants must meet the income threshold ($49,000.00 or below) and our other requirements. Proof of income (W2, tax return, Medicaid card, SSI, etc.) must be presented at the time of purchase. ASPCI’s SNAP certificates will not be sold to owners whose pets were adopted from a rescue group or from a municipal shelter facility. You must have your pet with you to purchase a certificate and be prepared to answer questions about your pet’s background. The cost for a canine certificate will be $55.00 (surgery only) or $90.00 (surgery plus vaccinations). Feline certificates are $35.00 (surgery only) or $70.00 (surgery plus vaccinations). Cash will be the only payment option. Times and locations for SNAP sales events will be posted on our website www.aspci.org .
Income from ASPCI’s aluminum can recycling program is used to help subsidize the SNAP program.
Organizations that don’t include the cost of the spay/neuter surgery in its adoption fee and puts an extra financial burden on the adopter is not acting in a responsible manner and ASPCI will not function as an enabler of such an organization. ASPCI believes that the main priority of animal welfare agencies should be to address the problem of pet overpopulation and this includes spaying or neutering all animals it places in new homes prior to them leaving the rescue or shelter.
We have partnered with Lakeside Hospice in its Pet Peace of Mind initiative. This program allows patients in Lakeside’s care to admit their pets (either feline or canine) to ASPCI when they can no longer care for them. ASPCI will then place the animal in a foster home until arrangements can be made to make it available for adoption or placed with a rescue program for later adoption. A representative associated with Lakeside Hospice will advise us of any requests for this service.
Our volunteer program is continuing and we welcome anyone 16 years of age or older. Please complete the volunteer application posted on our website at www.aspci.org.
Currently, ASPCI does not have a kennel facility. However, we do have an Administrative Office located at 2631 Martin Street South ~ Suite 202 in Pell City AL, 35128. ASPCI has a Post Office Box at the Pell City Post Office: ASPCI Box 566, Pell City, Al 35125. All bills and other correspondence of that nature should be sent to the PO Box. The building was constructed in 2000 and was jointly funded by St. Clair County and the City of Pell City. In 2002, the building was deeded entirely to Pell City. In 2010, ASPCI fully funded an addition to the original building at a cost of approximately $200,000.00 paid for with donations, grants, and income from our fundraising activities. It now belongs to the City of Pell City.
As of September 15, the facility became a municipal impoundment facility managed by the City of Pell City.
ASPCI no longer owns a crematorium unit; therefore, we are no longer offer cremation services.
ASPCI owns and operates the Alabama Pet Cemetery in Moody, Al. For pet owners who wish to have their deceased animals interred, please call 205-746-5601 to obtain more information. Prices are based on size and the type of casket selected for the pet.
Section 3-7A-7 Maintenance of pound; notice of impoundment.
Each county in the state shall provide a suitable county pound and impounding officer for the impoundment of dogs, cats, and ferrets found running at large in violation of the provisions of this chapter. Every municipality with a population over 5,000 in which the county pound is not located shall maintain a suitable pound or contribute their pro rata share to the staffing and upkeep of the county pound. If the owner of an impounded animal is known, the owner shall be given direct notice of the impoundment.

ASPCI is not affiliated with any animal control officers or any facility where the animals will be housed during their mandatory 7 day stay hold period.
